Robins & Morton, Texas Health and Human Services Mark Topping Out for $573 Million Terrell State Hospital

Construction firm Robins & Morton joined the Texas Health and Human Services Commission (HHSC) on June 26 to mark the topping out of Terrell State Hospital’s replacement facility.

The topping out ceremony marks a significant milestone with the final concrete placement, signifying the structural completion of the project.

The 415,500-square-foot, 275-bed project will replace the 141-year-old psychiatric hospital. It will feature state-of-the-art therapeutic spaces and separate areas for adult and adolescent patients.

The new facility will have 50 maximum security, 175 non-maximum security, and 50 adolescent beds.

The state allocated $573 million for the project, which is scheduled to be completed in the fourth quarter of 2027.

Robins & Morton is the construction manager at risk for the project. CannonDesign is the architect. This is the second large-scale behavioral health replacement facility project that Robins & Morton has led for HHSC in the last seven years, beginning with Rusk State Hospital, which was completed in 2023.
