The Spartanburg Joint Government Center is a landmark civic project located at 130 South Church Street in downtown Spartanburg, South Carolina. The five-story, 200,000-square-foot complex will consolidate the administrative functions previously housed at the County Administration Building and City Hall into a single, unified facility. The building will include a new council chamber and outdoor areas for public use, along with a parking garage accommodating approximately 950 spaces. Notably, this joint county-city complex is the first of its kind in South Carolina, representing a significant milestone in the region’s civic infrastructure. The project is expected to be completed in 2027.
Constructing a large-scale civic building on a full city block in the heart of downtown Spartanburg presents considerable logistical challenges. The site is bordered on all sides by active public streets, and construction must be carefully coordinated alongside an adjacent private multi-family residential development sharing portions of the site. Managing traffic flow, crane operations, material staging, and public access simultaneously requires detailed site logistics planning. Robins & Morton developed a comprehensive logistics plan that delineated construction zones, crane swing radii, masonry staging areas, and pedestrian and vehicular pathways to keep the surrounding community safe and minimize disruption throughout construction.
Robins & Morton’s leadership on this project brings a distinct advantage rooted in deep local knowledge and an established relationship with the client. Having completed more than 50 projects in Spartanburg since 1996, the team entered construction with existing relationships with the county’s Building Codes Department, Facility Management Department, and Planning and Development Department. Robins & Morton also served as the preconstruction consultant during the Schematic Design and Design Development phases, meaning the team carried continuity of knowledge directly into the construction phase without any loss of project context. This early engagement allowed the team to validate the budget, refine the schedule, coordinate trade contractors, and align site logistics well before groundbreaking, positioning the project for a smooth and efficient delivery.
